The short answer

Merfolk are an uncommon amphibious PF2e Remastered ancestry from Howl of the Wild with 8 Hit Points, 5-foot land Speed, 25-foot swim Speed, Dexterity, Charisma, and free boosts, a Constitution flaw, Aquatic Grace, and Hydration. Sailfish and Pelagic are broad aquatic picks, while Abyssal, Reef, and Carcharodon depend more on the campaign. In land-heavy games, plan for Strong Tail, Shore Gift, or another mobility solution before play begins.

Introduction

Merfolk are uncommon amphibious humanoids from Howl of the Wild. They are ocean people with court politics, water magic, song traditions, surface diplomacy, and one brutally practical mechanical question: how are you getting up the stairs?

That question is not a joke. Merfolk have a 5-foot land Speed and a 25-foot swim Speed. They are brilliant in ocean, river, ship, island, reef, and flooded-ruin campaigns. They are awkward in a dry dungeon crawl unless the GM and player solve mobility on purpose. This ancestry rewards tables that treat water as a real environment instead of set dressing. It punishes tables that say "sure, play a merfolk" and then run twelve sessions in a desert fortress.

Use this guide with the main ancestry hub, heritage guide, classes hub, equipment hub, Athletics, Performance, Nature, Medicine, primal spells, utility spells, and GM environment guidance.

Merfolk use a rope line, waterproof gear, a coastal dock, and a submerged ruin to coordinate sea-to-shore exploration.

Rating Key

RatingMeaning
●Excellent. Strong, broad, or campaign-defining.
●Good. Reliable when the build or campaign supports it.
●Situational. Useful, but narrow or table-dependent.
●Weak. Avoid unless the story matters more than function.

PF2e rankings are not universal truths carved into a conch shell. They assume normal Remastered play, mixed combat and exploration, and a GM who uses the rules instead of handwaving every hard choice away.

Core featuresAquatic Grace and Hydration

Merfolk need a land plan. Their 5-foot land Speed makes surface travel a serious limitation. Hydration requires regular return to aquatic environments; after too long away from water, Fortitude penalties and suffocation become real problems. Aquatic Grace is excellent when water effects show up, but it is only as relevant as the adventure makes it.

Heritage Rankings

HeritageBest ForWhy
Sailfish Merfolk ●Scouts, Rangers, Fighters, mobile casters, water-heavy campaignsSwim Speed 30 is broadly useful, and the jump support helps when water and platforms mix.
Pelagic Merfolk ●Casters, explorers, water-trait builds, fire-heavy campaignsShielding Wave gives repeatable elemental protection that scales better when submerged or when using water effects.
Abyssal Merfolk ●Deep-sea campaigns, darkvision builds, Witch, Wizard, Sorcerer, horror conceptsDarkvision and pressure immunity are excellent when the campaign goes deep enough to care.
Reef Merfolk ●Poison-heavy games, diplomats, Medicine users, colorful court conceptsScaling poison resistance and improved poison-affliction recovery are strong when poison shows up often.
Carcharodon Merfolk ●Predator martials, Rangers, Fighters, shark-bonded conceptsBlood scent is flavorful and tactically useful in the right scenes, but it is less universal than mobility or defense.

Sailfish Merfolk

Sailfish is the safest broad pick. Raising swim Speed to 30 feet makes the ancestry's best environment even better, and the jump support matters in ship fights, docks, caves, reefs, waterlogged ruins, and broken terrain.

This is especially clean on Ranger, Fighter, Rogue, Swashbuckler, and mobile casters who want to reposition in water without spending the whole turn doing it.

Pelagic Merfolk

Pelagic gives Shielding Wave, a one-action primal water defense against acid or fire damage. It is not flashy, but it is practical. The resistance improves when submerged, after casting a water spell, or after using another water-trait ability that turn.

That makes Pelagic the best "I want my ancestry to save my skin" option. It fits Druid, Sorcerer, Witch, Wizard, Oracle, and any build already using primal spells or water effects.

Abyssal Merfolk

Abyssal is campaign-dependent but very good when supported. Darkvision is always useful, and immunity to crushing deep-ocean pressure is exactly the kind of feature that turns a dangerous expedition into "this is my neighborhood."

The weakness is obvious: if the campaign never enters deep water, Abyssal is mostly darkvision plus excellent vibes. That can still be enough, but do not rank it above Sailfish or Pelagic unless the adventure is actually going below the sunlit layers.

Reef Merfolk

Reef is the poison answer. Scaling poison resistance and stronger reduction of poison affliction stages can matter a lot in campaigns with venomous monsters, alchemical threats, assassins, reef predators, jungle coastlines, or afflictions.

Reef is also a strong story heritage. The coral-court, tropical-fish, diplomacy, artistry, and settlement identity is easy to play without needing every combat to happen underwater.

Carcharodon Merfolk

Carcharodon is the shark option. Scent at 30 feet is already useful, and the extended blood smell range can change tracking, pursuit, ambush detection, and horror scenes.

This heritage is best when the GM lets scent and blood matter. If every enemy is a skeleton, ooze, construct, or cleanly sealed extraplanar abstract concept, the shark nose is going to have a quiet evening.

Ancestry Feat Rankings

Level 1 Feats

FeatBest Use
Swimmer's Guidance ●Party support in aquatic scenes. Giving nearby allies a temporary swim Speed and softening critical failures is exactly how Merfolk make water a team advantage.
Seasong ●Bards, Performance builds, Siren Song setup, social characters, and anyone who wants the voice theme to matter mechanically.
Wave Speaker ●Ocean explorers, Druids, Rangers, diplomats, animal scenes, and campaigns with aquatic or amphibious creatures.
Merfolk Lore ●Arcana, Society, and Merfolk Lore are a strong knowledge package for courtly, magical, or diplomatic characters.
Merfolk Weapon Familiarity ●Fighters, Rangers, Champions, and militia builds using spears, longspears, tridents, crossbows, or merfolk weapons.
Ocean's Bite ●Abyssal or Carcharodon martials who want a 1d8 jaws attack and a clear predator identity.

Level 5 Feats

FeatBest Use
Strong Tail ●The most important land-campaign patch before Shore Gift. 15-foot land Speed is still slow, but it is much better than 5 feet.
Fishblooded ●Water campaigns. Ignoring aquatic difficult terrain and vertical swimming difficulty is huge when the GM uses water as terrain.
Apprentice Sea Witch ●Utility and water magic. Create water and hydraulic push are modest but on-theme primal innate spells.
Healing Flesh ●Medicine builds, survival campaigns, and parties that like grim folklore with actual utility.

Level 9 Feats

FeatBest Use
Shore Gift ●The major land-campaign fix. A 25-foot land Speed and indefinite alternate form solve the biggest Merfolk logistical problem.
Siren Song ●Performance experts, Bards, occult casters, and control builds that can handle a large mental aura.
Tears of Pearl ●Adjacent control, disarm-adjacent pressure, and action disruption when enemies crowd you.
Ill Tide ●Once-per-day misfortune punishment when a nearby creature critically fails. Strong but reactive.

Level 13 Feats

FeatBest Use
Pummeling Whirlpool ●Area damage and knockdown, especially in water where the emanation grows. Excellent for caster or class-DC builds.
Sea Witch ●Aqueous orb and control water as 5th-rank primal innate spells are real encounter and environment tools.

Level 17 Feats

FeatBest Use
Kraken's Call ●Big area control and sustained tentacle pressure. This is the dramatic high-level sea-magic capstone.
Doom of Sailors ●Fear, mental damage, and misfortune pressure, especially against creatures in water or on seagoing vessels.

Best Classes

Bard ●

Bard is one of the cleanest Merfolk classes. Seasong, Performance, Siren Song, courtly politics, diplomacy, and oceanic voice magic all point in the same direction.

Best picks: Seasong, Merfolk Lore, Strong Tail, Shore Gift, Siren Song, Doom of Sailors, Performance, Diplomacy, and occult spells.

Druid ●

Druid fits Merfolk nature, water, animals, reefs, storms, and primal sea magic. Wave Speaker and Sea Witch are especially clean here.

Best picks: Pelagic or Reef heritage, Wave Speaker, Apprentice Sea Witch, Fishblooded, Sea Witch, Nature, Survival, and primal spells.

Witch ●

Witch fits abyssal omens, ocean curses, deep-sea patronage, strange songs, and water magic. Abyssal Merfolk is especially good when the campaign leans uncanny.

Best picks: Abyssal or Pelagic heritage, Merfolk Lore, Apprentice Sea Witch, Shore Gift, Ill Tide, Sea Witch, Arcana, Occultism, and witch spells.

Sorcerer ●

Sorcerer loves the Charisma boost, the strong magical culture, and the ancestry's high-level innate spell options. Pelagic makes the water-magic loop more satisfying.

Best picks: Pelagic heritage, Seasong, Apprentice Sea Witch, Siren Song, Sea Witch, Doom of Sailors, and sorcerer spells.

Wizard ●

Wizard fits Howl of the Wild's note that many magical Merfolk become wizards. Arcana and Society from Merfolk Lore are also excellent.

Best picks: Abyssal or Pelagic heritage, Merfolk Lore, Apprentice Sea Witch, Shore Gift, Sea Witch, Arcana, Society, and wizard spells.

Ranger ●

Ranger is the shark-bonded scout, hunter, and coastal protector. Carcharodon and Sailfish are the obvious heritage picks.

Best picks: Carcharodon or Sailfish heritage, Ocean's Bite, Wave Speaker, Fishblooded, Shore Gift, Athletics, Nature, Survival, and Stealth.

Fighter ●

Fighter fits Monster Core's Merfolk warrior model: militia training, tridents, thrown weapons, aquatic mobility, and direct defense of underwater realms.

Best picks: Sailfish or Carcharodon heritage, Merfolk Weapon Familiarity, Ocean's Bite, Fishblooded, Shore Gift, Pummeling Whirlpool, weapons, and weapon traits.

Champion, Oracle, And Swashbuckler ●

Champion works for divine sea protectors, Oracle works for wave omens and curse-laden prophecy, and Swashbuckler fits shipboard panache if the land-Speed problem is solved.

The catch is logistics. These classes often need to be physically present in the fight. Strong Tail, Shore Gift, mounts, gear, and movement actions matter more for them than for a backline caster.

Attributes And Skills

Howl of the Wild lists Dexterity, Charisma, and a free boost with a Constitution flaw. Remastered alternate ancestry boosts can help if the table uses them, but the printed line clearly favors agile, social, and magical builds over raw durability.

Equipment

EquipmentWhy It Matters
Supramarine chair ●Howl of the Wild describes it as a water-filled mobility device for aquatic people on land, functioning like a wheelchair. It is the most direct land-support item.
Pelagic helmet ●Helps Merfolk handle constant air exposure. Especially good for Abyssal Merfolk or surface-heavy games.
Trident ●Monster Core Merfolk warriors use tridents, and the weapon fits thrown and melee sea-militia play.
Spear or longspear ●Good for reach, simple martial identity, and Merfolk Weapon Familiarity builds.
Crossbow or heavy crossbow ●Useful for surface fights, docks, ships, and characters who cannot always close distance.
Oilskin pouch ●Howl gear for protecting documents and small goods near water. Boring until the scroll gets soaked.
Armor and runes ●Still matters if your class uses armor. Coordinate with armor, runes, and worn invested items.
Magic items by level ●Magic items can patch mobility, breathing, defense, or utility as the campaign develops.

EquipmentPelagic helmet, supramarine chair, social gear, protective items

This is the Merfolk who makes the ancestry work in mixed campaigns. You have a reason to speak for the sea, enough social force to matter on land, and the land-mobility fixes to avoid becoming an escort quest.

The Shark Scout

ChoicePick
HeritageCarcharodon or Sailfish
ClassRanger
Early featsOcean's Bite or Wave Speaker, Fishblooded
Mid featsShore Gift, Pummeling Whirlpool
SkillsAthletics, Nature, Survival, Stealth
EquipmentTrident, spear, crossbow, oilskin pouch

This build wants coasts, blood trails, aquatic animals, and ambush routes. It is strongest when the GM actually uses Stealth in combat, movement, and water terrain.

The Deep Sea Witch

ChoicePick
HeritageAbyssal
ClassWitch
Early featsMerfolk Lore, Apprentice Sea Witch
Mid featsShore Gift or Ill Tide, Sea Witch
SkillsOccultism, Arcana, Society, Deception
EquipmentPelagic helmet, spellcasting items, defensive gear

This is the "something from the trench is giving advice" build. It is excellent in mystery, horror, ocean, or planar-water campaigns.

The Wave Militia Veteran

HeritageSailfish
ClassFighter
Early featsMerfolk Weapon Familiarity, Fishblooded
Mid featsShore Gift, Pummeling Whirlpool
SkillsAthletics, Medicine, Intimidation, Survival
EquipmentTrident, spear, crossbow, shield if the build supports it

Monster Core Merfolk warriors are not delicate background nobles. They are militia fighters who meet threats directly. This build plays that straight.

GM Core And Monster Core Notes

The GM Core side of Merfolk is mostly campaign design. Merfolk need water access, usable movement, terrain that rewards swimming, and social permission to exist above water without every scene becoming a biology seminar.

Use session zero to answer these questions:

QuestionWhy It Matters
How often will water appear? The ancestry's core movement and feats depend on it.
How will land mobility work?A 5-foot land Speed needs Strong Tail, Shore Gift, gear, mounts, or table support.
Are surface people familiar with Merfolk? This shapes social encounters, disguise needs, and diplomacy.
Will aquatic combat use real terrain?Swimmer's Guidance, Fishblooded, Sailfish, and Pummeling Whirlpool need meaningful water maps.
Are underwater hazards in play?Pressure, currents, visibility, breathing, and aquatic monsters should be clear expectations.

Monster Core provides a useful tactical baseline. Merfolk warriors have 5-foot land Speed, 30-foot swim Speed, tridents, Medicine, and Aquatic Dash. Merfolk wavecallers use primal spells such as hydraulic push and can punish airbreathers underwater. That tells GMs two things: Merfolk are not helpless, and their fights should be built around water movement, reach, thrown weapons, and terrain advantage.

For encounter design, link this ancestry to encounter building, environment, hazards, custom monsters, and creature traits.

Common Mistakes

MistakeBetter Play
Ignoring the 5-foot land SpeedPlan Strong Tail, Shore Gift, gear, mounts, or a water-heavy campaign before session one.
Choosing Abyssal in a shallow campaignTake Sailfish or Pelagic unless deep darkness and pressure matter.
Taking Siren Song without PerformanceSeasong and Performance investment make the song lane work.
Building a melee character with no land planMartials need movement more than backline casters. Solve it early.
Treating water scenes as flavor onlyAsk the GM to use currents, vertical movement, submerged rooms, boats, reefs, docks, and aquatic hazards.
Forgetting HydrationMerfolk need regular aquatic environments. Put that into the travel plan.

Hot Take

Merfolk works best when the table means the aquatic premise. The ancestry asks the group to use water, hydration, and movement rules instead of treating ancestry mechanics as decoration. That also makes it a poor fit for campaigns that cannot support aquatic play.

Strong Tail and Shore Gift are build features, not filler. A Merfolk who spends most sessions above water needs to reach the battlefield, and Shore Gift's 25-foot land Speed changes how they participate. A supramarine chair is another practical solution that can be part of the fantasy; a decorated water tank belongs in a royal-court scene.

Pelagic is stronger than it first appears. One-action resistance to acid or fire keeps a character alive when those damage types appear. Carcharodon needs a GM who makes blood trails, wounded enemies, sharks, ambushes, and pursuit scenes matter instead of treating tracking as a loading screen.

Merfolk parties should help everyone swim. Swimmer's Guidance turns a personal ancestry strength into a party advantage, rather than leaving one player as the only person having fun underwater.

Final Verdict

Merfolk is strongest in aquatic, coastal, island, river, ship, and flooded-ruin campaigns. In land-heavy games, its value ranges from solid to situational depending on how seriously the table handles mobility and hydration.

The best broad heritages are Sailfish and Pelagic. The best specialized heritages are Abyssal for deep-sea play, Reef for poison-heavy campaigns, and Carcharodon for predator scouting. The best feat lanes are land support through Strong Tail and Shore Gift, party water support through Swimmer's Guidance and Fishblooded, song control through Seasong and Siren Song, and primal sea magic through Apprentice Sea Witch and Sea Witch.

Build a Merfolk when you want the ocean to be a real part of the campaign. Do not build one because you want a normal surface adventurer with a prettier silhouette. The tail is not just branding.
