Introduction
Shifter comes from Eberron: Forge of the Artificer, not the core 2024 Player's Handbook, so first confirm that Eberron character options belong in the campaign. Descended from people who contracted full or partial lycanthropy, Shifters cannot fully change shape, but Shifting temporarily enhances their bestial features: Temporary Hit Points plus one of four benefits chosen at character creation.
Shifter is a combat-focused Eberron species. Its Bonus Action activates a resource pool that refreshes on a Long Rest, so the benefit depends on the character's other Bonus Action demands.

Bestial Instincts ●
Proficiency in one skill of your choice from Acrobatics, Athletics, Intimidation, or Survival. Choose a skill that fills a physical or wilderness-focused gap left by your class and Background.
Darkvision (60 ft) ●
Standard 60-foot Darkvision, matching most other 2024 species.
Shifting ●
The species-defining trait. As a Bonus Action, shift into a more bestial appearance for 1 minute, or revert early with another Bonus Action. Gain Temporary Hit Points equal to 2 times your Proficiency Bonus, plus the benefit of your chosen subtype (below). You can shift a number of times equal to your Proficiency Bonus, and you regain all uses on a Long Rest. At Proficiency Bonus +2, you have 2 uses per Long Rest for 4 Temporary HP each; at +6, you have 6 uses for 12 Temporary HP each.
Creature Type: Humanoid. Size: Medium (about 4-7 feet) or Small (about 2-4 feet), your choice when you select the species. Speed: 30 feet, standard across every 2024 species.
The Four Shifting Subtypes
You pick one subtype when you select Shifter, and it applies every time you shift for the rest of the character's life. This choice determines Shifting's additional benefit.
Beasthide ● - 1d6 additional Temporary Hit Points, plus a +1 bonus to Armor Class while shifted. It is the only subtype that raises Armor Class, making it a useful choice for a frontline build that values extra defense while shifted.
Longtooth ● - When you shift, and as a Bonus Action on later turns while shifted, make an Unarmed Strike with elongated fangs. On a hit, deal 1d6 plus your Strength modifier Piercing damage instead of normal Unarmed Strike damage. This is an extra attack option, but it competes for your Bonus Action, so it suits a Strength build whose other turns do not already need that action.
Swiftstride ● - While shifted, your Speed increases by 10 feet, and you can move up to 10 feet as a Reaction when a creature ends its turn within 5 feet of you, without provoking Opportunity Attacks. The mobility pick: strong for a skirmisher who wants to reposition constantly and never get pinned down in melee.
Wildhunt ● - While shifted, you have Advantage on Wisdom checks, and no creature within 30 feet of you can have Advantage on an attack roll against you unless you have the Incapacitated condition. This is the utility-defense pick for a character that expects to make Wisdom checks and wants a defensive benefit without spending more actions after shifting.
Hot Take: Longtooth is not automatically the best combat choice. It needs your Bonus Action on later turns, so a character that already spends that action on Rage, spells, or class features can gain more reliable value from Beasthide, Swiftstride, or Wildhunt.
Best Classes for Shifter
Barbarian - Best
Rage and Shifting can work together, but both normally require a Bonus Action to begin. Choose which one matters first in the opening round, then use the other on a later turn. Beasthide makes a durable frontline pairing, while Longtooth asks the Barbarian to keep later Bonus Actions available for fangs.
Ranger - Best
Wildhunt's Wisdom-check benefit and nearby attack-Advantage restriction support an alert scout, while Swiftstride supports repositioning. Before choosing Longtooth, compare its later Bonus Action attacks with the Ranger's spells and class features.

Guide - Best
Guide reinforces a wilderness-oriented Shifter, particularly one selecting Survival through Bestial Instincts. Avoid duplicating a skill proficiency where another choice would serve the character better.
Soldier - Good
For a Longtooth or Beasthide Shifter leaning into frontline combat, Soldier brings Athletics, Intimidation, and the Savage Attacker Origin Feat. It is a direct fit when those skill choices do not duplicate Bestial Instincts.

Concept: A Longtooth Shifter who uses Rage and Shifting as complementary resources rather than trying to start both with the same Bonus Action.
Species: Shifter (Medium, Longtooth subtype, Bestial Instincts: Athletics)
Background: Soldier (Origin Feat: Savage Attacker)
Class: Barbarian
Ability Scores: STR 16, CON 16, DEX 13, WIS 10, INT 10, CHA 8 (standard array adjusted)
Level 1: In a fight where Rage is the first priority, begin Rage first and use Shifting on a later turn. When the Temporary Hit Points or a subtype benefit matters first, shift first instead.
Level 2: Keep the same action-economy rule: Longtooth is useful only on later turns when its fang attack is worth the Bonus Action.
Level 3: Choose a Barbarian subclass from the 2024 Player's Handbook that matches the campaign and the character's preferred role.
Levels 4-5: Improve Strength, then use your Action for weapon attacks while reserving the Bonus Action for the resource that matters in that round.
Levels 6-8: Your Proficiency Bonus increases to +3, so Shifting provides three uses per Long Rest and 6 Temporary Hit Points each time before a subtype adds anything.
Levels 9-10: At Proficiency Bonus +4, Shifting provides four uses per Long Rest and 8 Temporary Hit Points each time. Review whether Longtooth still fits your Bonus Action demands; changing to another subtype requires a new character choice rather than an in-play swap.
By level 10, this Shifter Barbarian has a deep Shifting pool alongside Rage, but its strength comes from sequencing those resources. The build is durable when Beasthide is chosen and more aggressive with Longtooth, provided its Bonus Action remains free.
